### Professional career

- Magistrate Judge in the Superior Court of the District of Columbia, appointed on August 12, 2024 by Chief Judge Anita Josey-Herring
- Clerked for then Associate Judge Robert E. Morin and Judge Geoffrey M. Alprin in the Superior Court of the District of Columbia

- Judge Richter currently serves in the Criminal Division, Traffic Branch, presiding over hearings and trials in criminal cases prosecuted by the D.C. Office of the Attorney General
- He has also previously served in the Civil Division in both the Landlord and Tenant Branch and the Small Claims Branch
- His work includes handling status hearings and trials in eviction cases
- Over nearly 13 years in practice, primarily as a Criminal Justice Act (CJA) Panel member, he was lead counsel in hundreds of criminal cases, including over 100 bench trials and more than 25 jury trials
- He represented juveniles in delinquency matters and adults in misdemeanors, domestic violence, and serious felony cases

- Most recently, Richter was a Senior Attorney Advisor at the D.C. Criminal Code Reform Commission, where he helped draft and review criminal justice legislation and advised the City Council on proposed laws
