## Biography

### Professional career

- Nominated by Delaware Governor John Carney in March 2022 to serve as the new Commissioner for Kent County, a position that expanded the Court of Common Pleas from two to three commissioners, ensuring one commissioner in each of Delaware’s three counties
- Sworn in on May 18, 2022, in a special session at the Kent County Courthouse, with Chief Judge Carl C. Danberg presiding and Magistrate Michael P. Sherlock administering the oath
- His appointment marked a historic change for the Court of Common Pleas, improving efficiency and geographic coverage by ensuring a commissioner in each county

### Education

- a J.D. from Widener University School of Law (1998).
- B.A. in Criminal Justice from the University of Delaware (Class of 1994)

### Additional information

- Before his appointment, Babowal had over 25 years as a Deputy Attorney General with the Delaware Department of Justice, prosecuting murder, violent felony, and felony drug cases.
- He also practiced civil litigation with the firm Tybout, Redfearn and Pell
- He is admitted to practice in Delaware, the Delaware District Court, the Third Circuit Court of Appeals, and the U.S. Supreme Court
