## Biography

### Professional career

- In January 2025, he was appointed as an Independent Commissioner of the Electoral Commission of Jamaica (ECJ), replacing retired Justice Karl Harrison
- In January 2012, he became a judge of the Court of Appeal, and in 2020 was appointed President of the Court of Appeal
- In September 2002, he was appointed a Puisne Judge of the Supreme Court of Jamaica, serving in that role until 2012

- Justice Brooks was admitted to the legal profession in 1979 and began his career in government service as a prosecutor, including as Crown Counsel in the Office of the Director of Public Prosecutions
- This role places him alongside other independent commissioners, including Earl Jarrett, Maurice Barnes, and former Chief Justice Zaila McCalla
- He then served three years as a legal officer at Jamaica Public Service Company Limited before joining the law firm Nunes Scholefield DeLeon & Co., where he was a partner for over 16 years
- During his tenure as Court of Appeal President, Justice Brooks oversaw the implementation of the Digital Case Management System (DCMS) and led initiatives to reduce court backlogs, improving case disposal rates from 85 to over 110 cases per 100 incoming cases
