- Licensed attorney and Municipal Court Judge for the City of Jesup, Georgia, with over two decades of legal experience in litigation, criminal defense, family law, and business matters
- Phelps has been Treasurer of the Jesup Bar Association, a Past Exalted Ruler of Jesup Lodge No. 2133 of the Benevolent and Protective Order of Elks, and a member of the Georgia Municipal Court Judge’s Council.
