- Judge, Commonwealth Court of Pennsylvania, 2004-present
- Commonwealth Court of Pennsylvania (2004–2017): Retired from the Common Pleas court in 2004, he became a Senior Judge and was selected as a Visiting Judge on the Commonwealth Court, a role he held until his retirement in 2017
- Perry-Juniata County Court of Common Pleas (1976–2004): Appointed by then–Governor Milton Jerrold Shapp in 1976, Quigley held the role of a judge and later as President Judge of the Perry-Juniata County Court of Common Pleas
- Earlier roles: Before joining the judiciary, Quigley held the role of Perry County District Attorney (1971–1976) and practiced law in private capacity from 1964
