Scope: statewide

Electronic media and still-photography coverage is allowed in Florida public trial and appellate proceedings under Rule 2.450's equipment and conduct standards, always subject to the presiding judge's control of decorum, distractions, and fair administration.

Evidence excerpt: Subject at all times to the authority of the presiding judge to: (i) control the conduct of proceedings before the court; (ii) ensure decorum and prevent distractions; and (iii) ensure the fair administration of justice in the pending cause, electronic media and still photography coverage of public judicial proceedings in the appellate and trial courts of this state shall be allowed

## Biography

### Professional career

- Florida Bar Board Certified Specialist in Civil Trial and an appointed judge of the First District Court of Appeal, serving since March 2026 under Governor Ron DeSantis
- Previous judicial role: Judge on the Second Judicial Circuit, appointed by DeSantis in 2023
- He has held the role of Chief of Military Justice, Senior Defense Counsel, and in multiple Trial Defense Teams, with deployments to the Horn of Africa (2016–2017) and state active duty during hurricanes Honors include the Meritorious Service Medal and Florida Distinguished Service Medal
- Predecessor: Justice Adam Tanenbaum, elevated to the Florida Supreme Court
- Judge Neff is a Lieutenant Colonel in the Florida National Guard and Staff Judge Advocate for the Florida Army National Guard
