## Biography

### Professional career

- Appointed by Governor Tim Walz on March 24, 2023, to serve as a judge in Minnesota’s Fourth Judicial District, chambered in Hennepin County, replacing Judge Nicole Engisch
- served as an assistant county attorney in Wright County, an assistant public defender, and worked in private practice, in addition to clerking for Judge Allen Oleisky of the Fourth Judicial District

- As a judge, Frank has presided over significant cases, including striking down the rollout of the Minnesota African American Family Preservation and Child Welfare Disproportionality Act (MAAFPA)
- Prior to his appointment, Frank held the role of the managing attorney of the Criminal Division at the Minnesota Attorney General’s Office, supervising criminal prosecutions, appeals, civil commitments, and predatory offender registration matters
- He found key provisions of the Act unconstitutional, citing concerns that the law created race-based government policy in violation of the 14th Amendment
- Frank gained national recognition as a prosecutor in two high-profile cases: he secured the conviction of former Minneapolis police officer Derek Chauvin for the murder of George Floyd and later won a manslaughter conviction against former Brooklyn Center officer Kim Potter in the death of Daunte Wright
