Scope: statewide

Electronic media and still-photography coverage is allowed in Florida public trial and appellate proceedings under Rule 2.450's equipment and conduct standards, always subject to the presiding judge's control of decorum, distractions, and fair administration.

Evidence excerpt: Subject at all times to the authority of the presiding judge to: (i) control the conduct of proceedings before the court; (ii) ensure decorum and prevent distractions; and (iii) ensure the fair administration of justice in the pending cause, electronic media and still photography coverage of public judicial proceedings in the appellate and trial courts of this state shall be allowed

## Biography

### Professional career

- After military service, he served as an assistant state attorney in Broward County (1992–1993) before entering private practice in criminal defense
- He held the role of a Captain in the U.S. Air Force Judge Advocate General’s Corps from 1987 to 1992, receiving the Meritorious Service Medal and the Air Force Commendation Medal

### Education

- B.A. in political science and Russian area studies from the University of Minnesota in 1984 and a J.D. from Wake Forest University School of Law in 1987.

### Additional information

- Appointed in January 2010, Usan was later elected to a full six-year term in 2012 and re-elected in 2018.
- He has handled over 100 felony trials and resolved thousands of criminal cases.
- He is admitted to the Florida Bar, Minnesota Bar, and multiple federal courts, including the U.S. Supreme Court
