Commission narrative

The Twelfth Judicial District Commission on Judicial Performance unanimously (6-0), with two commission vacancies and two commissioners absent, finds that Judge Hollie Wheelwright MEETS PERFORMANCE STANDARDS . The performance standards contemplate the judge’s integrity, legal knowledge, communication skills, judicial temperament, administrative performance, and service to the legal profession and the public.

Judge Wheelwright presides over dockets including civil, criminal, misdemeanor cases, traffic and small claims cases in Mineral County. Judge Wheelwright’s self-evaluation reflects her dedication to continuous expansion of her legal knowledge while still striking a balance with being fair and fully present in every proceeding. Judge Wheelwright makes a conscientious effort to ensure that all litigants who appear in court in Mineral County are aware of the nature of the proceedings and understand the purpose and impact of these proceedings. She also ensures that each person in her courtroom is treated fairly and respectfully and is addressed directly. Judge Wheelwright noted she takes special efforts to ensure she approaches each case with as much neutrality as possible and to see each person in her courtroom as someone who is “doing their best” with the same opportunities and possibilities as everyone else. Judge Wheelwright brings a history of dedication to the legal system, especially with her 17 years as a Mineral County Court Clerk. As a Lay Judge who did not follow the “traditional” path or attend law school, Judge Wheelwright prioritizes consulting with other judges on the bench in the 12th Judicial District and with statewide groups. She also strives to attend any educational opportunities that are relevant to current or potential cases in Mineral County.

The Commission interviewed Judge Wheelwright, conducted courtroom observations, and reviewed judicial performance data, her written opinions and orders and self-evaluation. The Commission also discussed Judge Wheelwright’s performance with the 12th Judicial District Chief Judge Hopkins. Survey results were not available for the commission’s review due to an inadequate number of survey responses.

Judge Wheelwright is a native of the San Luis Valley and raised her family in the same community she serves.  Before taking the bench, Judge Wheelwright worked for the 12th Judicial District for 26 years in various capacities, 17 of which she served as the Clerk of Court in Mineral County.  When she’s not on the bench, Judge Wheelwright enjoys spending time outdoors, reading, and playing the flute.  Judge Wheelwright demonstrates a strong commitment to serving her community both on and off the bench.
