- James R. Milkey is an American judge, former environmental lawyer, and Associate Justice of the Massachusetts Appeals Court from 2009 until his retirement on September 3, 2024
- Began his legal career as a law clerk to Appeals Court Justice Benjamin Kaplan (1983–84) and then joined the Environmental Protection Division of the Massachusetts Attorney General’s Office in 1984, becoming its chief in 1996

- B.A. magna cum laude from Harvard College in 1978, a J.D. magna cum laude from Harvard Law School in 1983, and a master’s degree in city planning from MIT the same year.
