Commission narrative

The Ninth Judicial District Commission on Judicial Performance finds that the Honorable Judge Jay A. Edwards MEETS PERFORMANCE STANDARDS . Seven members of the Commission voted that Judge Edwards meets judicial performance standards, zero voted that he did not meet the standards, and one was not present to vote. There are two commission vacancies.

The Commission considered Judge Edwards’ performance over the past term by reading a selection of his legal opinions, observing him in court, reviewing his judicial performance survey reports from attorneys and non-attorneys, interviewing interested parties, reviewing the Judge’s self-evaluation, and interviewing the Judge. The Commission applied the following criteria when considering the Judge’s performance: his integrity, legal knowledge, communication skills, judicial temperament, administrative performance, and service to the legal profession and the public.

The Commission found Judge Edwards’ legal opinions to be thoughtful, fair, and well-reasoned. Through court observations, interviews with interested parties, and survey reports, the Commission found that Judge Edwards holds a high level of integrity, knows and applies the law fairly, communicates well, holds a firm yet approachable temperament, and is of service to the legal profession and the public. Survey comments noted that Judge Edwards tends to speak and move through hearings quickly, but also that his courtroom management could be more efficient. He acknowledges that his case load has increased over the past year and is looking at ways to enhance efficiency to handle this increase.  Because of the small number of survey responses, the Commission used the survey feedback to check on the Judge’s courtroom management through court observations and interviews with interested parties. Still, the Commission found Judge Edwards meets performance standards.

Judge Edwards was appointed to the County Court in 2023. From 2018 until his appointment, he served as the Meeker Town Judge. Before that, he practiced law in Rogers, Arkansas. He received his bachelor’s degree from Mesa State College in Grand Junction (now Colorado Mesa University) and his Juris Doctor from University of Arkansas School of Law.
