Commission narrative

The Sixteenth Judicial District Commission on Judicial Performance agrees by a vote of 8-0, with one commissioner abstaining and one commission vacancy, that Judge Jeremy Boyce DOES NOT MEET PERFORMANCE STANDARDS .

Judge Boyce presides over civil, misdemeanors, traffic, and small claims matters in Crowley County, Colorado. After meeting with Judge Boyce, reviewing his written decisions, and assessing feedback from relevant stakeholders, the Commission concluded that Judge Boyce does not meet performance standards. Through feedback, direct observations, and other reports, the Commission found that Judge Boyce was highly inefficient, failed to issue orders in a timely manner, improperly involved himself in plea negotiations, and disregarded established law. Moreover, when the Commission interviewed Judge Boyce and provided feedback during the interim period, he made only one minor adjustment and, rather than demonstrating improvement, appeared to regress. The Commission also learned that Judge Boyce had exhausted the support of two mentors without meaningful improvement in his judicial performance, by all accounts, his performance had deteriorated. Based on these considerations, the Judicial Performance Commission recommends that Judge Boyce not be retained.

In reaching its conclusion, the Commission conducted a thorough review that included meeting with the Chief Judge, personally interviewing Judge Boyce, consulting with both the Public Defender and District Attorney, reviewing opinions he authored, observing him in court, and examining a self-evaluation. Although survey responses were insufficient to factor meaningfully into the review, the Commission considered all other available resources before issuing this opinion.

Judge Boyce has served on the County Court since his appointment in 2023. He also maintains a law practice in Greeley, Colorado. Judge Boyce earned his Juris Doctor from Washburn University School of Law in 2009 and his undergraduate degree from the University of Northern Colorado in 1992.

I have reflected on my failure to fulfill my obligations to the citizens of Crowley County. I have no excuse and deeply regret the decision of the Commission. I take full responsibility for my errors and recognize that my actions impacted court staff and those who appeared in my courtroom. I understand the frustration I caused and acknowledge I violated your trust.

It is clear to me that I was insensitive to your concerns and did not meet expectations. If you provide me the opportunity, I will regain your trust. I admit I was wrong and will make things right.
