Commission narrative
The Seventeenth Judicial District Commission on Judicial Performance unanimously agrees by a vote of 8-0 with two commissioners absent, that Judge Priscilla Loew MEETS PERFORMANCE STANDARDS .
Judge Loew was appointed to the 17th Judicial District Court in May 2017 and presides over Civil (20%), Juvenile (20%), Probate (20%), and Criminal (40%) cases. The Commission finds Judge Loew to be thoughtful, professional, fair, and impartial. She is respectful to all participants who appear before her and her demeanor promotes confidence in her integrity. Additionally, she runs an efficient courtroom despite the strain on the judicial district overall due to the high volume of cases. Judge Loew demonstrates strong knowledge of the law and is committed to learning and growing. She consistently invites feedback after trials and participates in educational opportunities offered by the branch to stay current with the legislative changes in the law. She is extremely hardworking, serious, and passionate about her role as a public servant. Commission members observed these qualities during their evaluation and interview with her. Based on these findings, the Commission unanimously agreed that Judge Priscilla Jeffrey Loew meets performance standards.
In reviewing the judicial performance of Judge Loew, the Commission conducted and reviewed a personal interview with her. The Commission also interviewed the Chief Judge of the 17th Judicial District, and representatives from the Public Defender’s Office and the District Attorney’s Office. Other elements of Judge Loew’s judicial performance review include her self-evaluation, judicial performance data, court observations, legal opinions she authored, and the limited number of judicial performance surveys completed by attorneys and non-attorneys who have had court experiences with her. While the survey response rate continues to be low across the state, of the ten results received, it is notable that 100% of attorney respondents indicated ‘Yes,’ in response to whether she meets performance standards. Only one non-attorney responded with ‘No,’ while two did not respond to that question.
Judge Loew received her bachelor’s degree in history from Colorado State University and her Juris Doctor from the University of Denver College of Law. She worked at the Weld County District Attorney’s Office followed by the Denver District Attorney’s Office. Judge Loew was then hired as a magistrate in 2016 and appointed as a district court judge in 2017. She serves on the statewide juvenile rules committee and the Adams County Human Trafficking Task Force. Additionally, she is a board member of Colorado’s Sexual Offender Management Board and the Colorado Judicial Institute. She is also co-dean of Advanced New Judge Orientation, is part of the annual judicial conference planning committee, and volunteers in schools. Lastly, Judge Loew received the Colorado Women’s Bar Judicial Excellence Award in 2026.
